RICHMOND – With a Conservation Majority at stake heading toward Election Day and two weeks to go, the Virginia League of Conservation Voters today announced it had expanded the number of priority districts where the organization is investing big to ensure the next General Assembly puts Virginia’s environment first.

In making decisions to prioritize the races of Shelly Simonds (HD-94), Clinton Jenkins (HD-76), Alex Askew (HD-85), and Rodney Willett (HD-73), Virginia LCV more than doubled the number of priority House districts from the initial program rolled out in early September.

“Election Day will be pivotal for Virginia’s future – our environment, our health, and our economy – and our expanded program reflects this urgency,” said Michael Town, executive director of Virginia LCV. “We must elect candidates in November who will act to address the climate crisis and protect our environment and health instead of catering to corporate polluters – we simply can’t afford further inaction and obstruction at the General Assembly.”

Overall, Virginia is investing approximately $1.5 million in this year’s election cycle – in programmatic investments and direct candidate contributions – with the intent to secure “Conservation Majorities” in both chambers of the Virginia General Assembly. This greatly outpaces what Virginia LCV spent in the 2015 state legislative races.

Investments in target districts are going toward layered communication of direct mail and digital advertisements to voters. The goal is to raise the stakes in each race for voters who care about our environment, about keeping people safe from pollution, and about fighting against the climate crisis.

To-date, mail and digital programs have reached hundreds of thousands of voters with pieces like these: Senate District 12Senate District 7House District 21House District 85, and House District 51.

Top Priority Districts Now Include:

Alex Askew – House District 85
Hala Ayala – House District 51
Kelly Convirs-Fowler – House District 21
Wendy Gooditis – House District 10
Clint Jenkins – House District 76
Shelly Simonds – House District 94
Rodney Willett – House District 73

John Bell – Senate District 13
Ghazala Hashmi – Senate District 10
Debra Rodman – Senate District 12
Cheryl Turpin – Senate District 7

Virginia LCV has also moved to endorse the following candidates since announcing an initial slate in September:

Senate of Virginia

John Edwards – Senate District 21
Lynwood Lewis – Senate District 6
Monty Mason – Senate District 1
Chap Petersen – Senate District 34

Virginia House of Delegates

Lashrecse Aird – House District 63
Jennifer Carroll Foy – House District 2
Lee Carter – House District 50
Sally Hudson – House District 57

RICHMOND – Today, the Virginia League of Conservation Voters announced the launch of an initial $1 million electoral campaign with the intent to secure “Conservation Majorities” in both chambers of the Virginia General Assembly.  This nearly doubles what Virginia LCV spent in the 2015 state legislative races.

The program will make heavy investments in at least four House of Delegates districts and at least four Senate Districts in battleground, suburban areas to defeat pro-corporate polluter incumbents, fill empty seats with proven environmentalists, and to return legislative champions to office.

“For years, Virginia’s General Assembly has stood in the way of climate action and failed to pass the serious environmental protections we need to ensure every Virginian is able to drink clean water, breathe clean air, and access parks and open spaces in their communities. This ends in November,” said Michael Town, executive director of Virginia LCV. “When we elect a ‘Conservation Majority’ this Fall, 2020 will be only be the start of ongoing, long-term victories for our environment. We simply can’t afford inaction or obstruction any longer – Virginians want and need solutions now. This is why we’re all-in in 2019.”

This year’s electoral investments will go toward layered communication of direct mail and digital advertisements to voters in each of the target districts. The programs will raise the stakes in each race for voters who care about our environment, about keeping people safe from pollution, and about fighting against the climate crisis.

The messages were informed by comprehensive environmental issue polling across battleground districts in Northern Virginia, Richmond, and Hampton Roads, with the goal of persuading and mobilizing conservation-minded voters to support Virginia LCV-endorsed candidates.

Current Top Priority Districts Include
Hala Ayala – House District 51
Kelly Convirs-Fowler – House District 21
Wendy Gooditis – House District 10

John Bell – Senate District 13

Debra Rodman – Senate District 12
Cheryl Turpin – Senate District 7

The organization will also be embedding field organizers in key districts in Hampton Roads and greater Richmond through its GreenRoots program, which will add a boots-on-the-ground approach to educate voters about environmental candidates and what’s at stake in this year’s legislative races.

Overall all, Virginia LCV has endorsed 50 candidates so far in the 2019 election cycle, all of whom are committed to protecting Virginia’s environment. In addition to the deep investment districts listed above, the following candidates have received the organization’s backing to date:

Virginia LCV PAC 2017 Electoral Recap

In 2017, Virginia League of Conservation Voters PAC (Virginia LCV PAC) invested more than $4 million to elect Ralph Northam Governor, Justin Fairfax Lieutenant Governor, re-elect Mark Herring as Attorney General and support House of Delegate candidates who are dedicated to conservation values and committed to defending clean air, clean water, and open spaces. This spending represents Virginia LCV PAC’s largest electoral investment ever.

Virginia LCV PAC has a long history of smart investments in voter outreach, having the largest field presence outside of the campaign itself during the 2013 governor’s race and investing $1.8 million to bring Governor Terry McAuliffe across the finish line. This led to Virginia making progress on a variety of environmental priorities, including a significant expansion of renewable energy in Virginia, a reinvigorated focus on addressing climate change, and a first-of-its-kind effort to cap carbon emissions in the Commonwealth.

Now is the time to build on this progress, and widespread support for conservation issues in Virginia continues. In this year’s governor’s race, voters responded to Northam’s commitment to protecting our environment over Ed Gillespie’s history of siding with polluters and his refusal to stand up to the Trump administration’s attacks on our clean air and water. From the debate stage and TV screens to conversations with individual voters going door-to-door, environmental issues broke through the often contentious campaign rhetoric.

We still have a final sprint before polls close on Tuesday night, but one thing is clear:  Virginia’s environmental community has stepped up in a huge way to ensure that our elected leaders hear the priorities of people across the Commonwealth who want to preserve our natural resources for decades to come.

See below for an overview of Virginia LCV PAC’s 2017 political work.

Over $4 Million Invested

Virginia LCV PAC’s more than $4 million in 2017 electoral spending went toward direct voter contact, digital persuasion and mobilization, and investment in individual campaigns by Virginia LCV PAC and through GiveGreen in the States.

  • Field: $1.4 million door-to-door canvass in metro-Richmond area
  • Digital: $525,000 digital program focused on persuading and turning out voters for Northam
  • Direct contributions: Over $1.14 million contributed by VALCV PAC to candidates at the statewide level and in key House of Delegate races
  • GiveGreen in the States: Environmental donors contributed over $1.3 million directly to key statewide candidates and targeted House of Delegate races via GiveGreen in the States, a project of LCV Political Engagement Fund and NextGen Climate

Over 350,000 Door Knocks and Hundreds of Volunteers Engaged

Voter mobilization is key to electing environmental champions up and down the ballot. That’s why Virginia LCV PAC prioritized direct voter contact and once again ran one of the largest field programs outside of the campaign itself.

Since launching in June, our field program has reached voters across Virginia:

  • 187,930 door knocks to reach persuadable voters in Chesterfield, Henrico and Richmond
  • For the final week, more than 102,000 additional door knocks to turn out voters in Chesterfield, Hampton Roads, Henrico, Petersburg and Richmond
  • GreenRoots mobilization to engage volunteers directly with the Virginia coordinated campaign, generating more than 1,000 volunteer shifts
  • In total, during the last four days over 1,000 people will have conversations with more than 100,000 voters on the phones and in person

Environmental Messaging Breaks Through

Climate change and threats to Virginia’s clean air and water were defining issues in the governor’s race, with a clear distinction between Northam and Gillespie.

Early in the race, the Richmond Times-Dispatch editorial board criticized Gillespie’s plan to address sea level rise for omitting climate change, saying he was dodging the root issue. In both the Sept. 19 and Oct. 9 debates, Northam called out Gillespie for standing by Trump’s decision to back out of the Paris Climate Agreement. And at the Chesapeake Bay candidates forum, Gillespie defended his environmental policy by saying his relationships with the Trump administration would help Virginia secure much-needed funding – despite Trump’s EPA slashing budgets for protecting our clean air and water.

The Northam campaign ran an ad focused on the environment, featuring Northam saying he trusts the science on climate change and calling out Gillespie’s work for climate deniers. This clear distinction was even featured in the Washington Post’s endorsementsupporting Northam:

“On climate change, Mr. Northam would continue Gov. Terry McAuliffe’s (D) innovative initiative promoting low-carbon energy technologies with efficient, market-based policies. Mr. Gillespie has condemned the plan, in keeping with his and his party’s effort to promote coal, an outdated, dirty energy source that has struggled to compete in recent years.”

Voters responded strongly to environmental messaging. Internal polling showed electing someone who will stand up to Trump’s attacks on our clean air and water was just as important as cuts to healthcare, even more so with select voters.

Finally, Gillespie’s record of putting polluters above people earned him the honor of being the first 2017-2018 candidate named to Dirty Dozen in the States – the state-level companion to the national League of Conservation Voters’ Dirty Dozen – which highlights 12 of the most anti-environment state-level candidates from around the country who state LCVs are working to defeat. Virginia LCV PAC also launched www.PollutEdGillespie.com to dig into Gillespie’s record, and drove op-eds and letters to the editor among other key earned media.

Virginia LCV PAC Recognized as a Driving Force in Governor’s Race

As second only to the Democratic Governors Association in support for Northam’s campaign, Virginia LCV PAC was recognized in the press as central player to the race. Highlights include:

Richmond Times-Dispatch, 8/16/17
Va. League of Conservation Voters PAC to announce $1.1 million field effort to boost Northam

The Washington Post, 8/31/17
Ralph Northam picks up additional $700K from environmental group

Politico, 9/14/17
Liberal groups pour $2M into Virginia governor digital ads

Richmond Times-Dispatch, 10/24/17
Virginia League of Conservation Voters pumps more than $3 million into state races

Winning Down Ballot – House of Delegate Races

Virginia LCV PAC worked to elect a conservation majority to the General Assembly by prioritizing three incumbents and nine challengers in House of Delegate races. Virginia LCV PAC raised and invested $120,250 in House races in total this cycle.

Key endorsed candidates include:

Prioritized incumbents

o   HD87- John Bell (D- Loudoun)

o   HD93- Mike Mullin (D- Williamsburg)

o   HD10- Randy Minchew (R- Leesburg)

Prioritized challengers

o   HD2- Jennifer Foy (D- Prince William)

o   HD12- Chris Hurst (D- New River Valley)

o   HD32- David Reid (D- Loudoun)

o   HD42- Kathy Tran (D- Fairfax)

o   HD51- Hala Ayala (D- Woodbridge)

o   HD67- Karrie Delaney (D- Chantilly)

o   HD72- Schuyler VanValkenburg (D- Henrico)

o   HD85- Cheryl Turpin (D- Virginia Beach)

o   HD94- Shelly Simonds (D- Newport News)

Moving Forward

With wins up and down the ballot, Virginians will be one step closer toward cleaner water, cleaner air, and public lands that will be protected for future generations.

From securing a final regulation that cuts carbon pollution from Virginia power plants to addressing coal ash, several environmental priorities will fall on the next administration’s and General Assembly’s agenda. At the same time, Virginia’s environmental community will have to continue fighting the extreme, anti-environmental policies coming out of Washington.

Making progress is not possible without leaders who will put our communities ahead of polluters, which is why Virginia LCV PAC made its largest-ever investment in electing representatives committed to conservation and willing to provide consistent leadership to protect, preserve and improve Virginia’s environment. No matter the result next Tuesday, our work will continue.

RICHMOND – Today, in the final leg of the 2017 elections, the Virginia League of Conservation Voters Political Action Committee announced their investment in electing Ralph Northam and other environmental champions has reached $3.1 million, which sets a new bar for the organization and demonstrates just how vital the governor’s race is for Virginia’s future.

“This election has huge consequences for the future of conservation, which is why we’re laying it all on the line to elect conservation champions Ralph Northam, Justin Fairfax and Mark Herring. We simply can’t afford to give up the progress we’ve made expanding clean energy and safeguarding our water and land for future generations,” said Michael Town, executive director of Virginia LCV PAC. “Ed Gillespie has worked for big polluters and they’re spending millions to elect him and his allies. We refuse to let the Koch Brothers get away with pushing their anti-environment agenda on Virginia families.”

In the final two weeks, Virginia LCV PAC is increasing its investment in digital advertising, voter mobilization and direct contributions to Northam’s campaign. This includes support for Justin Fairfax for lieutenant governor and Mark Herring for attorney general. Virginia LCV PAC has also allocated $100,000 to House of Delegates races, a record investment down ticket.

Here are a few electoral program highlights:

  • $1.1 million of direct contributions to candidates including $905,000 to the Northam campaign.
  • $1.4 million field program, which has so far knocked on 140,000 doors in Richmond.
  • $500,000 digital program, including www.pollutedgillespie.com, a website dedicated to shining a light on Gillespie’s anti-environmental record, as well as voter persuasion and mobilization ads.

The increased investment is in direct response to Gillespie’s refusal to address “climate change” during the campaign, his enthusiastic support of offshore drilling, and deep ties to the Koch Brothers, factors that make him unfit to protect our environment and the health of Virginia families.

RICHMOND – The Virginia League of Conservation Voters PAC today launched a $200,000 digital program to defeat Ed Gillespie, bringing their total investment in the governor’s race to $2 million. The ads will run on a variety of platforms through the election and encourage Virginians to go to a new website, PollutEdGillespie.com, to learn about Gillespie’s record of siding with corporate polluters over Virginia families.

Virginia LCV PAC also announced that Gillespie has been named the inaugural member of “Dirty Dozen in the States” for the 2017-2018 election cycle. Modeled after the League of Conservation Voters’ trademark federal “Dirty Dozen,” the state version highlights 12 of the most anti-environment state-level candidates who state LCVs are working to defeat around the country.

“Ed Gillespie has a long history working for corporate polluters who want to poison our air and water to boost their own profits,” said Michael Town, executive director of Virginia LCV PAC. “As Governor, he would be Donald Trump’s lobbyist in Virginia, pushing a dangerous agenda that rolls back protections for our clean air and water, threatens Chesapeake Bay restoration and jumpstarts risky offshore drilling. That’s why the League of Conservation Voters has recognized him as one of the biggest threats to our environment in the entire country. Voters need to know that the real Ed Gillespie imperils our families’ health and clean energy future.”

Priorities USA Action partnered with Virginia LCV PAC to design the digital ads, which focus on Gillespie’s work lobbying for big polluters. Sample ads can be found here and here. In addition to traditional social media platforms like Facebook, the ads will reach voters through mobile targeting, YouTube pre-roll, Pandora radio, local news websites and streaming services like CBS Sports.

“We’re partnering with Virginia LCV PAC to ensure Virginia gets a pro-science, pro-clean energy governor and not a lobbyist who will support Donald Trump’s anti-environment agenda,” said Patrick McHugh, Executive Director of Priorities USA Action. “These ads will help hold Ed Gillespie accountable for his toxic record because Virginia can’t afford to have a governor who puts polluters over clean air, clean water and the good-paying jobs that come with them.”

PollutEdGillespie.com walks through Gillespie’s record on climate, the environment and energy. Highlights include:

  • Gillespie’s support for Trump, whose cuts to EPA funding would threaten Chesapeake Bay clean-up and safeguards for our kids’ health.
  • Gillespie’s ties to the Koch Brothers and his work for Washington lobbying firms that strive to undermine climate science.
  • Gillespie’s enthusiastic support for offshore drilling, despite very real consequences for Virginians’ economy, health and safety.

Virginia LCV PAC has invested more in November’s gubernatorial race than any other campaign to date. The digital program builds on a $1.1 million Richmond field operation and a $700,000 investment in Ralph Northam’s campaign. Virginia LCV PAC endorsed Northam in June, praising his long record of working to protect our environment and his commitment to standing up to the Trump administration’s attacks.

‘GreenRoots’ program to elect Northam governor launches in Richmond, Hampton Roads

Mobilization effort comes in final leg of gubernatorial race and is critical to defeating Gillespie, Trump’s radical agenda

For Immediate Release:
Friday, Sept. 29, 2017

RICHMOND – Today, the Virginia League of Conservation Voters Political Action Committee (VALCV PAC) announced the launch of GreenRoots, a grassroots organizing program to mobilize volunteers for Ralph Northam ahead of Election Day.

A team of 10 VALCV PAC organizers will be in the field starting Sunday organizing volunteers to knock on doors and make phone calls to voters in Hampton Roads and Richmond.

“We’re thrilled to be launching this program to help elect Ralph Northam as Virginia’s next governor and the only choice for Virginia voters concerned about protecting clean air and water, and saving open spaces for future generations,” said Michael Town, executive director of VALCV PAC. “Support at the grassroots level is paramount to ensuring Northam’s victory, and we must win – an Ed Gillespie administration would carry out Trump’s anti-environmental agenda in Virginia and we refuse to let that happen.”

GreenRoots complements VALCV PAC’s $1 million metro-Richmond canvass operation, which has already knocked on nearly 80,000 doors and contacted more than 13,000 voters since launching in August.

Northam’s opponent in this race, Ed Gillespie, has refused to address “climate change” during the campaign, even in plans to tackle sea-level rise and coastal resiliency planning. Gillespie’s enthusiastic support of offshore drilling and rapid construction of destructive natural gas pipelines, as well as his ties to the Koch Brothers and a pro-fossil fuel think tank that has advised President Trump on energy matters, raise the stakes of this election when it comes to protecting the environment and the health of Virginia families.

Debate demonstrates Northam’s ability to work for Virginians and our environment

For Immediate Release:
Wednesday, Sept. 19

MCLEAN, Va. – Michael Town, Executive Director of the Virginia League of Conservation Voters Political Action Committee, issued the following statement following tonight’s gubernatorial debate between Virginia LCV PAC-endorsed candidate Ralph Northam and his opponent, Ed Gillespie.

“Tonight, Ralph Northam showed why he’s the only candidate who will work for the citizens of this commonwealth, including fighting to protect our environment. Ed Gillespie has spent most of his career working on behalf of big corporations or shadowy organizations that have worked to undermine climate science and roll back protections that keep families safe.

“Virginians have a clear choice this November: they can elect a governor who will side with science, engage the public, and stand up for our environment, or choose someone who will rubberstamp Donald Trump’s most extreme attacks on clean air and water at our expense.”

Virginia LCV PAC doubles down on Northam, exceeds ’13 investment with 2 months to go

New $700,000 commitment brings total investment to $1.8 million

RICHMOND – Today, the Virginia League of Conservation Voters Political Action Committee announced a contribution of $700,000 to conservation leader Ralph Northam’s gubernatorial campaign.

The six-figure donation comes on the heels of Virginia LCV PAC’s launch of a $1.1 million canvass operation, which began with 35 organizers in the field in metro-Richmond and will build until Election Day. So far, Virginia LCV PAC has committed $1.8 million of in-kind and direct contributions this cycle, a mark that surpasses the League’s 2013 total.

“Election Day is just weeks away, and it’s never been more important to elect a conservation leader as governor of this commonwealth. Ralph Northam is the only candidate who will resist President Trump’s radical agenda, work to address climate change, grow our clean energy economy in the process, and safeguard clean water and open spaces across Virginia,” said Michael Town, executive director of Virginia LCV PAC. “This contribution reflects our full support of Northam and our willingness to do whatever it takes to get Ralph across the finish line and into the Governor’s Mansion, where he’ll work to ensure a safe and healthy environment for all Virginians.”

Virginia LCV endorsed Northam in June and has also backed incumbent Attorney General Mark Herring for re-election and Justin Fairfax for Lieutenant Governor.

Virginia LCV PAC announces $1.1M field campaign to help elect Northam governor

On-the-ground operation in metro-Richmond will mobilize voters, highlight Northam’s strong environmental platform

RICHMOND – Today, the Virginia League of Conservation Voters Political Action Committee announced the launch of an extensive $1.1 million field campaign to help elect Ralph Northam the next Governor of Virginia.

The investment will focus on door-to-door canvassing in the metro-Richmond area – a crucial region for the Northam campaign in November – and will also encourage voters to support Mark Herring for attorney general and Justin Fairfax for lieutenant governor. The initial launch includes 35 organizers starting immediately and continuing to build capacity until Election Day.

“Virginia has made significant progress growing a clean energy economy and safeguarding our state’s precious water and land resources, and this election is pivotal in ensuring continued conservation success. This investment reflects the strong faith we have in Ralph Northam as a leader, as a person, and in his ability to protect the commonwealth’s natural resources,” said Michael Town, executive director of Virginia LCV PAC. “We live in an era of unprecedented attacks on the environment from the federal level and Ralph is the only candidate in this race who will stand up to this radical agenda and do the right thing for the air we breathe, water we drink, and the special places we love.”

“Ralph Northam grew up with the Chesapeake Bay as his backyard, and one of the reasons he got into politics was to restore its health and beauty. That’s why he’s committed to a comprehensive approach to ensure Virginia’s natural resources and landscape can be enjoyed for generations to come by forming an environmental justice task force, promoting increased use of renewable energy sources, cutting carbon pollution, and continuing the progress made on restoring the Chesapeake Bay,” said Brad Komar, Northam for Governor campaign manager. “We are ecstatic to have the support of the Virginia League of Conservation Voters PAC, and their field program will be a critical component of reaching every voter and letting them know the stakes of this election.”

The new field program marks the third canvass operated by Virginia LCV PAC in the Richmond area in the past four years. Virginia LCV PAC has a long history of smart investments in voter outreach, having the largest field presence outside of the campaign itself during the 2013 governor’s race. That year, VA LCV PAC’s canvass program knocked on more than 300,000 doors and helped bring Governor Terry McAuliffe across the finish line.

Virginia LCV endorses Northam for Governor

For Immediate Release:
Wednesday, June 21

Candidate has the record, experience to protect Va.’s environment against Trump

RICHMOND – Citing a long and extensive record working to protect our environment, the Virginia League of Conservation Voters today announced its endorsement of Ralph Northam for Governor.

Throughout his career as a State Senator and in his current capacity as Virginia’s Lieutenant Governor, Northam, an Eastern Shore native, has been a staunch defender of the Chesapeake Bay. He has also worked to expand clean energy and address climate change while maintaining the strongest stance against offshore drilling of any statewide office holder in Virginia. Northam is also the best candidate in this race to protect the land conservation incentives and programs that preserve working farms, historic sites and scenic lands across the state.

Overall, Virginia LCV understands Northam will hold the line against the radical Trump administration, which has zeroed out Bay cleanup funding, wants to open up our coast to drilling, and attacked commonsense regulations that protect clean air and water.

“As a physician, Ralph knows climate change is having real, harmful impacts on our public health, and as an Eastern Shore native, he realizes that sea level rise too big a problem just to ignore,” said Michael Town, Executive Director of Virginia LCV. “His opponent in this race, however, would join Virginia lockstep with a president who just phoned the Mayor of Tangier Island to tell him not to worry about his sinking homeland.”

“Ralph Northam has the experience, the background, and the proven record to lead Virginia forward, not backwards, when it comes to protecting special places across the commonwealth and safeguarding the air we breathe and water we drink,” said Roy Hoagland, Board Chairman of Virginia LCV. “We are proud to stand behind him and look forward to working with the Northam administration to further the progress we’ve made over the past four years.”

As a non-partisan organization, Virginia LCV invites candidates from both parties to complete its questionnaire, the first step in our endorsement process which comes prior to vetting, interviews and a vote by the Board of Directors. Northam’s opponent declined to participate in this process.

About us:

The Virginia League of Conservation Voters serves as the political voice of the state’s conservation community, working to make sure Virginia’s elected officials recognize that our natural heritage is an environmental and economic treasure for all. Virginia LCV works with conservation leaders across Virginia and strives for a conservation majority in state government. We secure good public policies on the state level and hold public officials accountable for their positions on environmental issues.
